The City Clerk Division preserves the city's official records and maintains and provides accurate and timely information through various media formats to meet the needs of city officials, the community, and city departments. Every city in Washington State has a City Clerk's Office. These offices work under specific authorities imposed by the laws of the State of Washington and ordinance of a specific city government.
Othello is a "strong-mayor/council" type government. The city is led by a Mayor, full-time City Administrator and a seven member council. The council meets the 1st, 2nd and 4th Mondays of every month, at 6:30 p.m. The council chamber is located in City Hall at 500 E Main Street.
The Finance Division is responsible for a broad range of services and information for both internal and external customers. Operational services include cash receipting, utility billing, licensing, payroll, accounts payable, and accounts receivable. Finance is also responsible for accounting and financial reporting including the development of the biennial budget and preparation of the city’s annual financial statements, which are audited by the Washington State Auditor’s Office.

Since 1949, MCL has grown to 12 library branches, a Bookmobile, and a digital branch. The Utility Billing division provides customer service, billing and revenue collections for water, sewer and garbage. Utility bills are generated on the 30th of every month and due 10 days later.
